The Human Resources Strategy for Researchers
October 2021
The first step for implementing and aligning to the Code and Charter, in accordance to the HRS4R, was to submit the Letter of endorsement in October 2021.

During the initial phase implementation, the process was conducted in line with the HRS4R guidelines. A large consultation with the stakeholders from all TUCN faculties was done during 2022, as a survey that measured the perceived alignment to the 40 principles. Starting from this survey, the working group elaborated the Gap analysis, and further the Action Plan and the OTM-R checklist.
February 2023
The process was supervised by the Steering Committee, and the final documents (Gap analysis, Action Plan, OTM-R checklist) were presented to the Governing Board to approve the proposed actions. The initial submission was completed in February 2023, and the application is under evaluation.
July 2023
Following the “Pending minor modifications” status received after the initial evaluation, the application files were updated to address the mandatory modifications and resubmitted:
- The Steering Committee and Working Group were extended to include R1/R2 researchers and to be gender balanced.
- Action plan was improved (Actions 3, 4, 6 and 8 were updated, and action 11 was added to increase the number of international researchers). The improved Action plan deals better with the problems identified by the GAP. No specific action was proposed for gender balance because TUCN already has a separate plan for gender balance with specific actions. - A synthesis of the Survey Answers in English is available, with the participation rate from R1 to R4. The bottom-up approach can be seen in the links (Individual responses were collected and a synthesis was done by the working group) - HRS4R Survey, Survey Statistics
- The TUCN Strategic Plan 2020-2024 is provided in English (in the online application) to better understand how the HRS4R has been embedded in the Strategic plan (Romanian version is publicly available here https://www.utcluj.ro/universitatea/despre/informatii-publice/programe-si-strategii/, “Plan Strategic UTCN 2020-2024” page 8 - proposed actions).

September 2023
On September 22, 2023, TUCN received the distinction "HR Excellence in Research" within the "Human Resources Strategy for Researchers - HRS4R" program of the European Commission.
